Welcome to Rossier Clear Administrative Services Credential (CASC) program. Candidates may enroll in the Rossier CASC Program once they provide verification of a valid Preliminary Administrative Services Credential or certificate of eligibility and proof of full-time employment in an administrative position.
Program Details
The Rossier CASC Program is a two-year, job-embedded induction experience that prepares school and district leaders to earn the Clear Administrative Services Credential while strengthening their leadership practice in real time. Centered on an Individualized Induction Plan (IIP), the program aligns professional learning, coaching, and reflection to each candidate’s role and the California Professional Standards for Educational Leaders (CPSEL).
Candidates engage in a structured blend of individualized coaching, CPSEL-aligned learning sessions, district-based professional learning, and cohort collaboration. Progress is demonstrated through evidence of practice, reflective analysis, and proficiency across all six CPSELs. Designed for immediate application and sustained growth, the Rossier CASC Program ensures leaders leave prepared to manage, improve, and lead complex educational systems with confidence.
To complete the CASC Program successfully, candidates must engage in a minimum of forty hours of individualized coaching each year, participate in at least sixty hours of professional learning annually aligned with their CPSEL-based goals and IIP, and demonstrate proficient or advanced performance across all six CPSELs. Candidates must also complete and submit a comprehensive Leadership Digital Portfolio that reflects their progress, leadership inquiry, and overall development throughout the induction experience. The culminating event is a presentation of the Leadership Digital Portfolio to a panel of TK-12 administrators, highlighting individual progress toward meeting proficiency in the CPSEL standards and celebrating their learning through the two-year program.
Coursework
All candidates will participate in six workshops, aligned to the CPSEL standards and reflecting the requirements of a school/district administrator. These workshops are planned as four-part (90- minute workshops) for a total of 6 hours of in-depth and scaffolded learning. Each workshop is provided as a two -part session per year (total 4 sessions for each topic).
- 12 hours of CPSEL-aligned workshops: Candidates participate in CPSEL-aligned learning sessions each year (see session descriptions for more details), provided by a Session Lecturer, who is an experienced educational leader with diverse backgrounds and extensive expertise in school administration
- 10 hours of Cohort PLC: Time is designated for online collaboration with cohort peers to share insights, challenges, and successes.
- 18 hours of job-aligned workshops designed to deepen their leadership expertise. The job-specific workshops will be provided by current or retired administrators who are experienced educational leaders with diverse backgrounds and extensive expertise in school administration.
- 20 hours of candidate’s district-approved professional development.
The total tuition for the CASC program is $10,000. To secure your space, a $500 non-refundable deposit is required at the time of registration.

For school districts requiring a Purchase Order (PO), our office is happy to provide guidance and support.
All candidates must meet the following requirements:
- Possess a valid Preliminary Administrative Services Credential (PASC)
- Verify a minimum of two years of successful experience in a full-time administrative position in a California public school, nonpublic school, or private school of equivalent status, while holding the PASC.
- Be enrolled in the CASC program upon placement in an administrative position, but no later than one year from activation of the PASC.

Most course materials will be provided electronically through the program’s learning management system. Some textbooks may be required. Each participant will also receive a USC email address which provides full access to USC’s extensive digital resources for research and learning. All communication from USC is conducted using the USC email assigned to each participant.

The online application consists of:
- $25 non-refundable and non-transferable application fee
- Short, required application essays
- A copy of your current valid Preliminary Administrative Services Credential/Certificate of Eligibility
- Your current professional resume
- A signed and dated letter from Human resources verifying current administrative position or offer of an administrative position (requiring administrative credential)
- One letter of recommendation from your director, supervisor/evaluator
- Phone interview (30 min) following satisfactory review of your application
